In case not, it is possible to use a sort of newsletter service in Drupal not associated with a website?

We do not recommend managing newsletters via Drupal. As this likely depends on your specific requirements (perhaps an e-group is sufficient!), I would encourage you to please submit a ticket outlining what you require from the solution (e.g. number of recipients, frequency of e-mails, etc.) as there might be several solutions.
