I assume you are referring to https://www.drupal.org/project/mouseover_detect? I cannot immediately find the hover pop-up
module, however. In the case of mouseover_detect
, you can certainly go ahead and install it and otherwise follow the instructions noted on the project page. However, kindly note that doing this sort of customisation would require you to ensure the module remains updated and compatible moving forward. The same would apply to the hover pop-up
module, of course,
That said, without knowing what you are trying to achieve, managing mouse hovers and triggering a modal to pop-up or similar is very easy to achieve using basic HTML / CSS and potentially some JavaScript or jQuery. It all depends on what exactly you want to achieve…?

This guide outlines how to access WebDAV using Cyberduck: https://drupal-tools.web.cern.ch/access-webdav-using-cyberduck. You can follow this guide on how to install (or update) a module via WebDAV. In any event, kindly note that installing modules in this fashion requires you to assume responsibility for future maintenance in the event that the module becomes incompatible with the Drupal Core.
